'm pleased to be here today to tell you about an exercise we conducted this past summer in hawaii as part of rim of pacific exercise which involved 22 participating nations and this offered us a venue to be able to conduct a humanitarian and disaster relief exercise with all the different partners that we had together and collaborating with this exercise, this offered a perfect opportunity for us to introduce the military capabilities and interaction in exchange with our civil military partners as well. the exercise was located on oh oahu we had used that island as a fictitious island of chianti where we wanted to do a humanitarian response but it also provided us an avenue for the state-wide partners, the civil hawaiian partners, to be able to exercise their exercise as well. this exercise also allowed us the opportunity to intro daus a lot of technology to help with the interoperatability of the civil military exercise. one of the main goals that we had for this was to allow our military a crisis response adaptive force package and opportunity to allow their training and certification

it in the state of hawaii and the surrounding operating area. it brought forth 22 nations, roughly 25,000 soldiers, sailors, airmen, marines. but one of the things that we did embedded in this rim pac exercise was a five-day humanitarian assistance disaster relief. we used it as an accreditation not only for some of our adaptive force packages, but more importantly to the state of hawaii to allow them to get an accreditation that they needed for 13 of their hospitals where we set up on ford island, those familiar with the oahu island geography, we utilized ford island and we had a scenario where there was an earthquake with a resultant tsunami and mass casualties along with the destruction that goes with it to the road infrastructure and communication. and, so, we were able to parlay, if you will, this opportunity to leverage off our international partners. we had seven nations that out of the 22 that actually participated in the hadr, and there were probably also 19 of the 22 that at least observed. but there were 7 of us that actually participated. and we were able to share with each other those

time the waves start moving through the pacific ocean and in 21 hours it hits the coast of hawaii. so everybody was affected because of that. in mexico, for instance, the variation of time was 1 1/2 meters. as you can see there, when that happened, 3.34, immediately we have different waves. the high of that wave was at about 50 meters but one hour after that in one place we start having waves of 30 meters. a happened in the island of guata after that, 7:00 in the morning we are still having different waves at different places in the coast arriving every 30 minutes and the average high was about 15 meters, which is a lot. another massive effect was that the south american plate jumped over nafka plate, or nafka plate gets down. we moved 3 meters to the west and at the same time we lift up at about 3 meters in certain areas. so navy -- this is very important because in some places where you are supposed to get into with your ships, not any more. so a hydrographic survey, certain port was absolutely mandatory when you have this event. i said to the australian staff, because of that

. the president is going off to hawaii shortly. they maybe have two weeks left, and it's not the time to get through a complex policy issues because you will give them the short shrift. i think they should extend them for some time, whether that is when this the art expires. that gives them the more hard times when things, you know, hard deadlines when issues need to be addressed. i do think that there are these -- and i mentioned them. because we work together for so long, there are listed everywhere that i would. these are strongly agree to a bipartisan issues, raise the retirement age for medicare, reason for social security as well, and exit to longevity, take care of the cola. take care of reducing subsidies in medicare by further means testing premiums which exist today at a premium for part a. consolidate the premiums for all three of the programs. and then there is further means testing that could actually be done in social security through progressive indexing in things like that. those are things that have been talked about around town and the policy communities. you could do a bil
